China unveils ambitious plan to phase out ICE cars by 2035. It provides all the nuances
A week earlier, we reported that by 2035, sales of new cars with internal combustion engines (with the exception of hybrid ones) will be banned in China. This provides for a new road transport development plan for the country. On Monday, the New Energy Vehicle Industry Development Plan (2021–2035) was officially published as a guide to action. As always, China approached the problem not just comprehensively, but megacomplex.

The plan includes five strategic objectives. Firstly, equal attention will be paid to both the production of components and fully finished vehicles. Now China depends on the supply of foreign-made spare parts and plans to reduce this dependence. As part of this task, technological breakthroughs will be supported in all areas, the main ones of which are called batteries and engines. The goal is to improve performance. This also includes the joint development of electrification, communication networks and AI technologies.
The second strategic task is the construction of a new type of industrial ecosystem. New energy transport should be handled by diverse companies with deep integration of ties up to the division of labor and profit. For example, the production and operation of traction batteries should be associated with recycling, which involves both manufacturers and operators of charging stations and many others. In particular, it promises the Chinese authorities’ warm support for fast battery swap technology instead of charging. We add that it is possible to quickly achieve this only with a planned economy.
The third point in the strategy is the promotion of industrial integration and development. In other words, new energy vehicles, which, in addition to electric vehicles, include hybrid cars and fuel cell vehicles, must be included in the energy system, the general transport system and information infrastructure. All this is optimization of consumption against the background of the growth of intelligent transport management systems.
The fourth task is to improve the infrastructure for charging vehicles on new energy, including the production and delivery of hydrogen for refueling cars on fuel cells. The goal of the strategy is to create a favorable environment for the use of machines with new energy. This direction, we add, will be generously subsidized by the state.
The fifth objective of the new strategy for the development of new energy transport is to encourage and support cooperation, cooperation and exchange in research and development, trade and investment, technical standards and other areas, which should constantly improve the international competitiveness of Chinese companies.
