Green Energy Transition Threatens Japan’s Energy System Collapse This Winter
This winter in Japan highlighted the challenges that need to be addressed in the transition to green energy. The closure of nuclear power plants and the use of solar panels in winter and abnormal cold weather have led to the fact that in some regions of the country the reserve capacity of electricity generation has decreased to 1–2% instead of the required 7–8%. This has been going on for the past few weeks. A nation one step away from disaster.

The Organization for Interregional Coordination of Transmission Operators (OCCTO) mandated Japan’s energy companies to send electricity to neighboring regions. Japan is divided among ten companies, each of which is responsible for its own region and does not deal with affairs in others. The disastrous power supply situation this winter forced operators to share electricity at least 140 times with suppliers, an unprecedented event in Japan’s history.
Nuclear power plants in Japan are massively shut down due to the infamous accident at the nuclear power plant in Fukushima on March 11, 2021. Over the years, the country has relied on LNG power plants, which are also easy to start and stop, thus smoothing out peaks in consumption. Unfortunately for Japan, gas has to be purchased, including from Russia. In terminals, it is enough for about two weeks of power plants operation, while delivery can be expected for months.
Fight for decarbonization of the energy sector forced to shut down power plants using fuel oil. They «smoke» more than others, but oil is easier to store and use. The refusal from oil, along with the abandonment of nuclear power plants, was the factor that brought the Japanese energy industry to the brink of collapse this winter.

And now about renewable energy. On December 7, when a cold wave hit northern Kyushu in western Japan, solar power across the island dropped to 3,240 MW, down 42% from 5,600 MW 10 days earlier when the weather was clear. This reduction of 2,360 MW is equivalent to the generating capacity of two nuclear power plants.
As many investors build solar power plants on Kyushu Island, renewable energy volatility is becoming an issue for control of the energy system. One of the local supply companies sometimes asks solar power plants to reduce their output on sunny days when the region’s power grid cannot absorb all of the electricity. However, in the past month, due to bad weather, the generation of electricity from solar panels practically stopped.
Interestingly, the hydroaccumulation method is used to accumulate excess electricity from solar energy — water from the reservoirs rises to higher reservoirs, and then is released to generate electricity when the need for electricity increases. But due to the fact that the sun was obscured by clouds, Kyushu Electric reported that it could not pump enough water.

The impact of the solar disruption is being felt by energy companies across Japan. Solar power output from Tepco, supplying electricity to the large Tokyo region, sometimes exceeds 1000 MW on sunny winter days. But on Tuesday, on a cloudy day in Tokyo, the power station delivered almost no energy to consumers during the day. In the past few years, Japan has experienced region-wide power outages due to natural disasters: the Hokkaido earthquake in northern Japan in 20221; and the mega typhoon that struck Chiba prefecture near Tokyo in 2021.
Energy policy discussions in Japan tend to focus on the benefits of zero-carbon energy and liberalization of energy markets, while more attention should be paid to a stable supply of electricity, the source notes. The situation over the past month has shown the complexity of using renewable energy sources. In order for renewable energy to become the main source of energy, Japan will need to develop more storage, for example, improve efficiency and increase the size of batteries.
